Keyword lists make page creation look inevitable. It is not. The important column here is the destination: once two phrases belong to the same buyer decision, they usually belong on the same page.

Find customer questions in the supplied evidence and assign each to an
existing or proposed page.

Cluster by the decision being made, not shared words. For each cluster give:
evidence phrases, intent, best page type (category, product, comparison,
guide, or FAQ), existing URL if suitable, and risk of competing with another
page. Merge clusters that would satisfy the same visitor.

Do not estimate search volume. Do not create a page for every modifier. Mark
any idea supported by only one weak phrase as HOLD.
